Meet the Board of Directors

  • William Silverstein

    CHAIR

    William (or “Bill” as he prefers) is an Environmental Engineer, who studied at Rensselaer Polytechnic Institute. He enjoys woodworking, home renovations, gardening, and volunteering with Science Olympiad.

  • James P. Kelly, P.E.

    VICE CHAIR

    James (or “JP” as he prefers) is a Civil Engineer, who studied at Villanova University. He served in the U.S. Navy on fast attack submarines. He is a member of the Western Delaware Valley Lions Club.

  • Steven Goldfield

    TREASURER

    Steven is an Attorney and Municipal Advisor, who studied at George Washington University. He enjoys the outdoors—specifically fishing and cycling.

  • Heidi Sentivan

    SECRETARY

    Heidi is an architect with a passion for reducing waste in cost effective ways that make a difference in our community. She graduated from Carnegie Mellon University and enjoys gardening and woodworking.

  • William Jones

    MEMBER

    William (or Will as he prefers) is a Community Organizer, who graduated from Lincoln University. He enjoys sports, reading and watching movies.

  • Robert Layden

    MEMBER

    Robert (or “Bob” as he prefers) is a Public Adjuster, who graduated from Monsignor Bonner High School. Bob enjoys serving his community by volunteering for organizations that align with his values.

    Christine is a Delaware County Council Member, who graduated from Harvard Radcliff College and UC Berkley School of Law. She enjoys traveling, hiking, reading novels, cooking, and the opera.

    Stacy is a school counselor who is passionate about making a difference in her community. She graduated from the University of Delaware/Wilmington University and enjoys writing, crocheting, and web design.

Meet the Leadership Team

  • Brooks Stayer

    CEO

    Brooks possesses decades of leadership and environmental experience in the solid waste industry. He holds a Masters degree in Public Administration and specialized training landfill operations, OSHA, debris management, environmental permitting, and more. He’s actively involved in the SWANA (Solid Waste Association of North America), having served as Executive Board Member for the Central CA chapter and on the State Legislature Task Force.

  • Jeffrey Munster

    COO

    Jeffrey (or “Spike” as he prefers) has decades of experience running a variety of solid waste systems and facilities. He is actively engaged in the community, including his local beagle club, liederkranz, and rugby team.

  • Lisa DeLeon

    CFO

    Lisa brings to the DCSWA extensive experience in finance, IT and HR spanning multiple industries. She holds a B.S. in Accounting and Finance from Drexel University and a master’s in business Intelligence from St. Joseph’s. Lisa has lived in Delaware County for over twenty years. When not in the office, she is an avid cyclist and enjoys spending time with her family in the great outdoors.
